Activists in West Papua have delivered letters to the Indonesian government in the lead-up to the second anniversary of the Third Papuan People's Congress.
October the 19th marks the peaceful demonstrations in 2011 during which Papuan leader Fokorus Yaboisembut was arrested after reading out a political declaration about self-determination.

"Yoab Syatfle, an activist who says he represents Mr Yaboisembut, was in Jakarta yesterday with the General Secretary of the Papua Customary Council to deliver letters to President Susilo Bambang Yudhoyono. They say they've also given letters to the Governor of Jayapura, Lukas Enembe, and to local police. Mr Syatfle says a peaceful meeting is planned for Saturday at the grave of the assassinated Papuan leader Theys Eluay, who was allegedly shot by Indonesian Kopassus troops in 2001. Mr Syatfle says the banned Morning Star flag will not be raised as it may prompt a violent reaction from authorities. Meetings at the gravesite in Waena, near Jayapura, have prompted arrests by police in the past. Meanwhile Fairfax reporters in Australia have confirmed that foreign journalists do remain restricted in the provinces of Papua and West Papua despite Governor Enembe saying the region was open to everyone. They say Indonesia still requires journalists to apply for special permits."
