American Samoa's governor says good progress has been made in drawing down federal funds, but there are still major issues with the government's cash flow.
In March, between four and five million US dollars in federal funds had not been drawn down by authorities to reimburse for local funds used for projects.

Governor Lolo Matalasi Moliga said the delay was affecting the government's cash flow, and told departments they shouldn't be too quick to spend local funds and should take the time to get reimbursements from the federal government.
At this week's cabinet meeting, Lolo said over two million dollars had been drawn out recently due to the efforts of directors and their staff, but some departments were still having problems getting reimbursements.
He said there were still major issues and he was continuing to monitor the government's cash flow.
