The premier of Niue, Sir Toke Talagi, says the world has "stuffed up" on climate change.
Sir Toke was speaking at a major Pacific trade show in New Zealand put on by Indonesia, which is seeking to open trade and tourism links with the region.
But he said it's hard for Pacific nations to think about anything beyond climate change.
"We stuffed up. All of us. It's gonna hurt the big countries. We stuffed up. It's hard for us in the Pacific to think about anything beyond climate change. Every morning there's a chance that water will be lapping in and in our houses."
Niue and Cook Islands will sign cooperation agreements with Indonesia on Friday.
