The government has struggled to push through the document after it lost its majority in Parliament for the first time in three years.
But in a statement, Mr Maamau said the 2020 budget had overwhelming support from the public.
The High Court ruled on Monday that the speaker must allow a motion to move a vote of no confidence against Mr Maamau.
The leader of the opposition Kiribati Moa, or Kiribati First Party, Banuera Berina, has said a vote will happen Wednesday or Friday.
