The Cook Islands Water Safety Council says dangerous snorkeling tours are taking place in Rarotonga's Avaavaroa passage.
The council's president, Brent Fisher, says the tours have only been happening for about a year and some participants have felt in fear of their lives.
Mr Fisher told Ben Robinson Drawbridge he wants tour operators to undergo a mandatory safety course.
