Heto Puka graduated in May with a master's in public administration, focusing on leadership and governance.
With tears in his eyes, he told RNZ Pacific's Lydia Lewis he has fulfilled the goals of his ancestors and parents who sent his generation out into the world to gather knowledge and return to serve Tokelau.
