Will govt's emissions plan keep farmers happy?

The government has announced what's its calling a world first to ensure the agricultural sector is responsible for its emissions, but will it be enough to keep farmers and environmentalists happy?

Under the plan, the farmers won't have to start paying for their emissions until 2025, when it is hoped by that time the sector will be able to measure their emissions at the farm level and avoid being part of the ETS.

However, the sector isn't off the hook.
