LDR Whanganui: how will councils spend Better Off support money

Time to catch up with news from regional New Zealand and this morning we're in Whanganui with the marvellous Moana Ellis from the Local Democracy Reporting Programme. Moana's been looking at how the Whanganui and Ruapehu District Councils are planning to spend the extra money they're due through the Better Off support package made available through the Government's Three Waters reforms. And as you can imagine, people have some very different opinions about what to do with the extra cash, particularly in the Ruapehu District.
