A review of the orchestral sector by the Ministry of Culture and Heritage  was tipped as the most thorough and comprehensive review in 40 years.

But did the evaluation provide a clear future and direction for the country's five orchestras?

It attracted over two thousand submissions but critics say it hit a flat note and did little to solve on-going financial challenges.
