More problems with foreign student English tests

The Qualifications Authority has found problems with English-language testing for foreign students just 18 months after major rule changes to tackle fraud from India. it seems institutions are still using their own English tests when when students want to study a higher qualification. And NZQA says those tests aren't good enough.
