Incoming Transport minister Phil Twyford has told Morning Report a charge of 10 cents per litre of fuel in Auckland would help fund the coalition's plan to build a $15 billion transport project over the next decade. But some Auckland drivers are upset that they'll be paying for a transit system that they won't actually get to use.
