Wellington councillor moves into limelight

One of the biggest upsets of the local body elections at the weekend was Andy Foster's victory over Wellington mayor Justin Lester. It's the first time a Wellington mayor has not been voted in for a second term since 1986. Mr Foster says he will not be beholden to his major financial backer, Sir Peter Jackson, but he would declare a conflict of interest for projects involving him. However, he says the priority for now is transport.
