The Mayor of Auckland, Phil Goff, said that there would be a lot of anger in Auckland this week about the rule-breaking which forced Auckland back into lockdown.
The 21-year old man at the centre of the latest outbreak is a student at Manukau Institute of Technology.
MIT chief executive Gus Gilmore said the student attended classes while potentially infectious at MIT's Manukau campus over three days last week.
Meanwhile, people have been sitting in their cars for hours overnight as they attempt to leave or enter Auckland.
Epidemiologist Michael Baker said that a mass exodus of people making non-essential trips posed a potential threat to the success of the lockdown.
