There were scenes of jubilation in Hastings yesterday after the council decided to add Māori wards for next year's local body elections.
But just a few hours earlier in twin city Napier it was a completely different story.
There, protesters expressed anger at their council's unanimous vote to exclude Māori Wards from the 2022 poll.
