The Education Ministry has been trying to find schools for more than a hundred children who have been kicked out of other schools.
Some under 16 year olds have been out of class for more than a hundred days - that's equivalent to more than half the school year.
Enrolling excluded children has been a sore point for primary principals who want more support when they take in pupils with a history of violent behaviour.
