Shortly before the death of Dr Selwyn Leeks, the former head psychiatrist at the Lake Alice child and adolescent unit, police said there was enough evidence to charge him but for his poor health.
Concerns about the unit were made public in the mid-1970s, but nobody was prosecuted until last year when an 89-year-old former nurse was charged with ill-treating children.
