A battered travel industry is scrambling to get the cars, buses, and labour to gear up for increasing numbers of visitors but faces plenty of obstacles on the road to recovery.
The borders fully reopen at the end of July, but the $41 billion industry has lost many of the small operators and much infrastructure, which before the pandemic catered for nearly 4 million visitors a year.
