It's tough times for local councils as they grapple with huge reforms and it doesn't appear the Prime Minister's words of comfort have made much difference.
Mayors and councillors from across the motu have met in Palmerston North for the annual Local Government conference where Jacinda Ardern acknowledged times are tough but there is still cause for hope and optimism.
She also promised there would be no more big changes until councils asked for them.
