Work has come to a halt at a multi-million dollar development on Wellington's Miramar Peninsula after little blue penguins were found inside a dangerous construction site.
A fence around the Shelly Bay development aimed to protect the korora by keeping them out, but some concerns were raised that it also forced the penguins onto a busy road as they sought out their regular nesting spots.

It is thought that a member of the public then tampered with the fence, allowing the penguins access to the site once again.
