The government has hired an online surveillance firm set up by ex Israeli spies, that's been kicked off Facebook for spying on people.
Immigration officials have been using the firm Cobwebs Technologies for about two years.
Documents show the firm is required to scour all major social media platforms like Twitter and WhatsApp.
Immigration expects it to covertly collect data including on people's political and religious affiliations, health and banking information. But officials won't reveal exactly why they want the material - saying it's too sensitive.
Phil Pennington has struggled for months to get the documents released.
