Five years after being set up, FENZ has not completed any local plans to assess each community's fire and flooding risks even though it is required by law.
It has set up just seven of the 16 local advisory committees required by law. RNZ has asked to see a local plan but Fire and Emergency has not produced one.
The law envisages them as crucial for determining who gets what and making areas resilient.
FENZ says repeatedly it is 'engaging stakeholders'.
