A writer and academic specialising in democracy and inequality says he's underwhelmed by the Prime Minister's attempts to improve transparency in the lobbying industry.
Chris Hipkins says he wants lobbyists to lose their swipe card access to Parliament, for third party lobbying firms to form a voluntary code of conduct, and he's planning changes to the Cabinet Manual regarding a minister's life after politics.
But Max Rashbrooke says those are largely symbolic moves that will be utterly ineffective.
He's particularly concerned at who might be deemed a lobbyist, saying private companies could start hiring internal lobbyists to circumvent the system.
