The National Party is promising to reverse a ban on live animal exports if it's elected to government.
The ban has only just come into effect, with the last shipment of animals leaving Napier this week with 5,600 cows destined for China.
But if live animal exports are to return, National wants greater regulation to protect animal welfare and safety, such as purpose-built ships, and a certification regime for importers.
