A woman whose daughter was raped as a teenager says the sentence discounts judges are giving offenders make the consequences feel meaningless.
She's backing National's plan to limit the discounts to forty percent.
But the government says the policy is an egregious overreach on the discretion of the judiciary, something a KC agrees with.
