Younger teenagers could still end up in the government's newly announced youth justice units, despite the Children's Minister saying he would prefer that doesn't happen.
Two new units located in Auckland and Christchurch will accommodate up to 30 teenagers needing the highest level of care.
The units will predominantly cater for older teenagers.
But the Children's Minister, Kelvin Davis, could not categorically state a minimum age.
