Universities are watching enrolments closely as the sector tries to recover from its worst year on record.
The sector last year made its first collective financial loss after a drop in domestic students forced some institutions to cut staff and courses.
University leaders and government funding body the Tertiary Education Commission say the sector is struggling and needs more money.
