There's disappointment and frustration from some groups over the lack of official response to a groundbreaking report on how to improve the deteriorating health of the Hauraki Gulf. When it was released at the end of 2016 - SeaChange - Tai Timu Tai Pari - was heralded as a blueprint for what needs to happen to improve the gulf.
