Insurance companies are insisting they will have settled the 22,000 claims for quake-damaged homes in Christchurch by 2016.
The claims are for properties with damage exceeding the Earthquake Commission cap of $100,000.
The Insurance Council says about 1500 insurer-managed rebuilds and major repairs have been completed, and 7500 cash settlements had been made by the end of last year.
It says another 8500 customers have repairs, or the design work for the repairs, under way.
Chief executive Tim Grafton says other claims still to be settled relate to homeowners who have been made an offer but are undecided about whether to take a cash settlement or an insurer-managed rebuild.
Mr Grafton says there are also those disputing their offer, as well as nearly 500 people who only recently found out from the Earthquake Commission that their damage is over the cap.
It's still being determined whether another 2630 homes are over the cap.
