A temporary 30kmh speed limit is back in force along the Wellington's south coast as people congregating in the area have had near misses.
The Wellington City Council says the area has seen an increase in pedestrians and cyclists exercising along the coastline since the beginning of lockdown.
Last year the same speed restriction was put in place at the beginning of alert level 4.
Council transport and infrastructure manager Brad Singh said there have been some recent near misses.
"We've had reports that people are stepping onto the road - sometimes without looking - which is clearly risky behaviour. That's one of the main reasons we're bringing down the speed limit," he said.
The speed reduction is permitted under the Land Transport Act, where councils are able to set emergency speed limits if there is a risk of danger to any person due to an emergency that affects the use of any road.
The restriction will likely be in place until the city returns to alert level 1.
