A meeting was held in Auckland on Monday night by the top 10 unions involved in the Rugby World Cup to recommend a model for the next tournament.
There has been growing discontent over the financial implications of the event.
The New Zealand Rugby Union last week suggested the All Blacks might boycott the 2015 tournament in England.
Chief executive Steve Tew told Morning Report the International Rugby Board gave a firm commitment to complete a review of the model of the tournament.
He said they are looking for a much greater degree of analysis over when the tournament is held, as no time of year is ideal for all the nations involved.
Mr Tew also said an agreement had been reached that will see tier-one teams play midweek games as well, taking the pressure off tier-two teams who have been complaining of short turnaround times.
