Papua New Guinea Prime Minister Peter O'Neill has indicated that locations for the resettlement of asylum seekers from the Australian-run detention centre may have been identified.
But he says many people may not accept this.
Mr O'Neill says because of this, wider consultations must still be carried out before a final policy on resettlement is made.
He says at this stage nobody will be resettled until all proper policy and legislation are in place and all stakeholders consenting.
The Australian government has been pushing for the resettlement of asylum seekers they have placed in its processing centre on Manus Island since last year.
