Reports from New Caledonia say questions remain about the status of 1,000 people on the electoral lists.
The territory has two lists as the electorate is restricted to long-term residents in provincial elections and in the referendum on independence due in 2018.
The pro-independence camp has long claimed that the lists have names of residents who are ineligible to vote because they failed to enroll properly by 1998.
The local newspaper says experts, who are seen as neutral, have vetted almost 4,000 people's names against the records of several institutions and found over 1,000 names whose eligibility is doubtful.
The matter is expected to be raised when the signatories of the Noumea Accord meet in Paris in February.
After the last election in 2013, the pro-independence side said thousands of people voted that should not have been allowed because of flawed lists.
