The remaining charges against former Northern Marianas police commissioner, James Deleon Guerrero, have been dropped by the territory's Superior Court.
A judge says he sees no probable cause relating to the charge of conspiracy to commit sexual abuse of a minor in the first degree.
The judge says the government produced no evidence that Mr Deleon Guerrero conspired to specifically have sexual contact with a minor.
In a separate order, the judge said he also found no probable cause for two counts of misconduct in public office.
In May, a charge of sexual abuse of a minor in the first degree was also dismissed.
