One of the Pacific leaders at the COP23 climate change conference in Bonn in Germany says the meeting is struggling to make progress on key issues.
The director general of the Pacific Regional Environment Programme Kosi Latu says there is little discussion on the substantive matters with delegates bogged down by administrative issues.
Kosi Latu says there is still time and he hopes that the developed countries can show more ambition.
