The president of Nauru warned China and other global powers the Pacific will no longer tolerate any interference.
He censured the behaviour of the Chinese delegation, led by Du Qi Wen, at talks involving the 18 partners of the Forum.
"Their behaviour in front of our leaders, ministers and officials was uncalled for. Would he behave like that in front of his President? I doubt it. He disrespected the Pacific and its Leaders and our dialogue partners who had come to join us in our own meeting."
The incident at the Partners Dialogue on Tuesday was filmed and posted on social media.
The diplomat had reportedly stormed out of the meeting.
Mr Waqa was strong in his condemnation.
"Look at him, he is a nobody. He is not even a Minister and demanding to be recognised and to speak before the Prime Minister of Tuvalu. Is he crazy?"
The incident is set against rising tension between China and Taiwan for the recognition of Pacific Island countries.
Nauru and Tuvalu are among six Pacific island countries which recognise Taiwan over China.
Mr Waqa told reporters the Forum would be taking up the issue at the United Nations and other international meetings.
"Never mind they are bigger than us, but they should not disrespect us."
The Forum plans to review its format for future meetings after the incident.
