Te Mato Vai, which is costing tens of millions of dollars - a sizeable of which is provided by New Zealand taxpayers - has been beset with issues, with many unhappy at the way the government has gone about the scheme.
But Deputy Prime Minister Mark Brown told Don Wiseman the recent select committee consultations over To Tatou Vai, which will set up the authority to run the system, will lead to some changes.
