There have been revelations in Tonga this month of plans by the governing political party, the People's Party, to build thousands of homes for the country's poor.
Attempts by RNZ Pacific to get some elaboration from the government have been unsuccessful but our correspondent, Kalafi Moala says the housing plan seems like a ploy ahead of next year's election.
He told Don Wiseman what is known about the scheme.
