The governor of Oro Province in Papua New Guinea, Gary Juffa is leading government efforts to improving public service operation and efficiency.
He chairs the special parliamentary committee on public sector reform and is not impressed by what he has seen, saying as few as ten percent of staff are being left to shoulder the burden..
Mr Juffa wants these people gone and the most innovative and productive people employed in their place.
