Political tensions are rising in New Caledonia.

The decolonisation process under the 1998 Noumea Accord is nearing its conclusion, with a third referendum on independence from France planned in December.

Twice a majority voted against independence.

The electorate is divided and there's uncertainty on what will happen next, with France suggesting yet another referendum in 2023.

A weighty report on the implications of the next independence referendum for New Caledonia is expected to be made public next week.
