Aucklanders have bought less fuel since the regional fuel tax came in, with both petrol and diesel sales falling seven percent in the year since it was introduced.
The tax raised more than $150 million in its first year - in the same time there were eight million more trips taken on buses, trains and ferries.
Proponents of the tax say that's evidence it's achieving its purpose - but others are critical of the effect it's had on basic costs for people who are already cash strapped.
