There has been plenty of blame being passed around over the failure to test people released early from managed isolation, but we're no nearer to finding out how or why it happened.
After more than a week, officials have confirmed 51 people out 54 were allowed to leave isolation before the end of their fortnight on compassionate grounds - between June and 9 and 16 - without being tested.
The case of two women in that group who would later test positive sparked intense scrutiny of the regime.
