The Victorian government has brought in strict new penalties for those breaching home isolation rules as the state prepares for a tough Level 4 business shutdown tomorrow night.
A curfew is already in place, with metropolitan Melburnians restricted to their properties from 8pm to 5am.
But many are worried if those who own, or work in small businesses will survive the six week ordeal.
