The government is preparing to roll out a tool to help businesses make decisions about vaccines in the workplace.
But it won't be available until mid-December, when the country would have already spent about two weeks in the traffic light system.
The Minister for Workplace Relations and Safety, Michael Wood, is defending the timing of the roll out.
