The Foreign Affairs Minister Nanaia Mahuta says New Zealand has consistently voiced support for the sovereignty and territorial integrity of Ukraine.
She says she is concerned this is a calculated act by President Putin to create a pretext for invasion, which would be a clear act of aggression.
The minister says New Zealand again calls for urgent diplomatic efforts to find a peaceful resolution.
