Doctors broke the rules for prescribing a safe sex drug during last year's lockdowns to ensure people had access to it.
Pharmac received advice 18 months ago suggesting a change to the prescription requirements but those changes haven't been made.
The drug is known as PrEP, and can reduce the risk of being infected with HIV by 99 percent.
