The US has officially declared that Russian troops have committed war crimes in Ukraine - days after President Joe Biden called Vladimir Putin a war criminal.
It comes as Biden arrives in Europe for emergency meetings with European leaders and allies.
Western countries are bolstering support for Ukraine as the war continues unabated.
