The government is forging ahead with its Three Waters reforms and says it's time everyone else got on board.
It means drinking, waste and storm water systems will come under four massive water entities.
Councils will get a shareholding in them. The changes have been introduced to appease councils' concerns about asset ownership - but it hasn't pleased all of them.
