State care 'a life sentence', survivor tells Commission into Abuse

A woman abused in foster care in the late 1990s has told the Royal Commission into Abuse in care that one placement she was in was a house of horrors.

Known only as Mrs E.J, she first went into care at the age of nine. As a child she was treated for having ADHT, but later she was diagnosed as autistic.
