Japan is being criticised by Pacific leaders for dumping nuclear waste in the Pacific Ocean.
An international lawyer says Australia and New Zealand need to do more to stand up to Japan.
Japan is preparing to dump around 1.3 million tonnes of the stuff into the sea over three to four decades in an effort to decommission the Fukushima nuclear plant, 12 years after it was devastated by a tsunami.
