A report today from the Children and Young People's commission reveals almost 40 percent of children in OT's care aren't getting as many social worker visits as they should and about a third of children are placed with unapproved carers.
Oranga Tamariki's own "Safety of Children in Care" report shows a growing number of children are being harmed in the care of the very agency supposed to protect them - most in residential facilities, which the government plans to build more of.
